Watch for business development: tenders, market consultations and grants before the deadlines close

In short

Watch for business development is the systematic monitoring of public tenders, preliminary market consultations, procurement plans, grants and investment projects, to detect new demand with enough time to prepare a bid. It works best when it also tracks the signals that come before a tender and each body's history, not only notices with a deadline already open.

Which decisions does business development take based on external information?

  • Whether to bid for a tender, depending on fit, the solvency required and the likely competitors.
  • Go alone, form a temporary joint venture or subcontract, and with which partner.
  • Open a market or a country, based on the expected public and private investment.
  • Apply for a grant and align with it a project that was already in the pipeline.
  • Prepare the relationship with a body before it publishes the specifications, if the law allows it and the body opens a consultation.

Where is each opportunity published?

Type of opportunity Where it is published What to watch
Public procurement in Spain The contracting profile of each body, hosted on the Plataforma de Contratación del Sector Público[1] or on the equivalent regional platform[2] Tender notices, preliminary consultations, prior information notices and contract signing notices
European public procurement TED, the online version of the Supplement to the Official Journal of the EU; lower-value contracts are usually published only on national portals[3][4] Contracts above the 2026–2027 thresholds: €5,404,000 for works; €140,000 or €216,000 for supplies and services, depending on the contracting authority[5]
Grants and subsidies in Spain The National System for the Publicity of Grants and Public Aid[6] Calls by sector, type of beneficiary and deadline
EU programmes and tenders The European Commission’s Funding & Tenders Portal[7] Calls for programmes and tenders from European institutions and agencies
Multilateral organisations Development banks and United Nations agencies. ICEX gathers information on projects and tenders of the World Bank, the EBRD, the AfDB, the ADB and others[8], and the UN Global Marketplace publishes notices from the UN agencies that use it[9] Approved and pending projects, and their procurement notices

Signals that arrive before the tender

When the tender notice is published, the submission deadline is already running. Opportunities are better prepared with the earlier signals provided for in Law 9/2017 on Public Sector Contracts[2]:

  1. Procurement plans. Public sector bodies must schedule their procurement activity and publish their procurement plan in advance, at least for contracts subject to harmonised regulation (article 28.4). Many councils and bodies publish their annual plan.
  2. Preliminary market consultations. Before tendering, the contracting authority may consult companies to prepare the specifications, and must publish the consultation on its contracting profile (article 115). It is the clearest signal of a contract being prepared.
  3. Investment projects and budgets. Infrastructure plans, calls for European funds already resolved, and works with an environmental impact declaration.
  4. Earlier awards and contract signings. What a body contracted, from whom and for how much indicates when the contract will expire, what solvency it required and who will compete.

What is coming in European public procurement

On 9 September 2026 the European Commission proposed replacing the 2014 procurement directives with a single regulation on public contracts and concessions, COM(2026) 590[10]. The proposal reduces the procedures from five to three, creates a specific one for innovative solutions, gives more weight to quality, sustainability, security and resilience criteria, and allows, under certain conditions, participation to be limited to EU operators. It is a proposal: the European Parliament and the Council must debate it, and its text may change. For a team that sells to the public sector, it is worth following the legislative process as closely as the tenders.

Common mistakes when watching tenders

  • Watching by keyword only. The same subject is worded in different ways; the CPV codes of the common procurement vocabulary help cover what the text does not say.
  • Watching by CPV code only. Contracting bodies do not always choose the most precise code; combining the code and terms reduces what is missed.
  • Following a single platform. The same type of contract may be published on the national platform, a regional one or TED, depending on the body and the amount.
  • Looking only at open notices. Without preliminary consultations or procurement plans, the team always arrives with the deadline already running.
  • Not keeping the history by body. Every lost bid holds useful information for the next one: the awarded price, the criteria and the winner.

What Innguma does for business development

Innguma continuously monitors tenders, regulation and the BOE, news and websites and specialist sources, filters what fits the organisation’s offer, and keeps each opportunity linked to its original publication. Innguma’s AI classifies signals by entity, place and type of event, so that an investment announced by a potential customer and a tender from its body are linked in the Library. Filters are defined with each organisation during set-up; what is published and who receives it is decided by the team.

Use case

How the day-to-day changes

Today, in many teams
  • Manual review of several procurement platforms, each with its own search engine.
  • Preliminary consultations are only discovered once the tender specifications exist.
  • Lost bids leave no useful trace for the next one.
A day with Innguma
  1. When reviewing the watch

Tenders and preliminary consultations that fit your offer, with the contracting body, subject and deadline as stated in the source.

  2. At the opportunities committee

A newsletter with tenders, grants and investment projects of potential customers, with a summary generated by AI.

  3. Before bidding

What that body tendered and awarded before, kept in the Library with its source.

More days to prepare the bid

The opportunity is seen from the consultation or the plan, not from the specifications.

Go/no-go with data

With the body's history of awards and competitors.

Traceable pipeline

Each opportunity, with its link to the official publication.

How Innguma does it
  • Continuous monitoring of tenders and grants, with filters tuned to your offer.
  • Signals on projects and investments of potential customers, classified by AI by entity, place and type of event.
  • History in the Library, searchable by contracting body, topic and date.
What does not change

What the company bids for, with whom and at what price is decided by the bid committee. Innguma widens that committee's field of view.

Where to start
